This is a quote from the article and the question remains why the CATS legislation was allowwed to continue for two decades. Gov. Beshear (with reservation) on Mar 16 erased the CATS program = WASL (SB 1!).
"On Thursday, April 2, Associate Commissioner for Assessment and Accountability Ken Draut told the Kentucky Board of Education that dropping the CATS Accountability Index and focusing instead on the percentages of Novice, Apprentice, Proficient, and Distinguished students was a good idea. He directly admitted that schools could have a CATS accountability index of 100 and still leave kids behind. "
Draut’s comments were echoed by Kentucky Board of Education chair Joe Brothers.
Washington's lawmakers should get a clue. The WASL has no value in predicting student achievement, especially when student pass rates can be manipulated. OSPI is not accounting for students when they make WASL test scores public.
A lackluster textbook is a sure fire way to increase spending on education. What a great way to short education - sounds like a hedge fund operation only better, there's no competition, you only need earplugs.
