A scorching internal review of the Bush administration’s reading program says the Education Department ignored the law and ethical standards to steer money the way it wanted.

The government audit is unsparing in its review of how the billion-dollar-a-year Reading First program has been beset by conflicts of interest and willful mismanagement. It suggests the department broke the law by trying to dictate which curriculum the schools must use.


Gee, this sounds sort of familiar...

Here's findings from the final report from the same website

1A. The DOE did not select the expert review panel.

1B. The screening process was not effective - did not screen for conflicts of interest.

2a. The DOE replaced the peer review process prescribed by NCLB with its own process.

2b. The DOE awarded grants without documentation that states were required to submit.

3. The DOE added requirements that were not addressed by NCLB.

4. DOE officials obscured the statutory requirements of the ESEA.

There is much more to this, but you get the drift of the report. These are scoundrels that need to be set adrift on a desk in the North Atlantic.
