Unfortunately, while you and I might agree with authors, like Dancis, they cannot offer any real solution - the whole system is either corrupted or stale.
The sort of change that is required will be revolutionary and not legislated. Organizations like NCTM and ADP might be able to influence lawmakers and peddle hope for lobbyists (success for everybody...):), but they have very little cultural capital outside of a capital building except for maybe incurring the wrath of angry teachers and hateful voters.
Perhaps The Cartel Movie will improve the situation in regard to cultural capital.
